These are called MATV (Master Antenna Television) systems. If they are also combined with a satellite dish for PayTV services, like Foxtel, they are called SMATV (Satellite Master Antenna Television) systems.

Many old apartment buildings had their MATV systems installed many decades ago, before the switchover to Digital TV. There are also many buildings where the cabling has disintegrated, corroded or been chewed by vermin, resulting in a sub-par performance of their MATV system.
If this is the case, you may require a full re-cabling of all outlets. This is major work and can require coordination of tenants over the course of many days or weeks, to ensure access is available at the right time of the job.
